Universal United Kingdom Resort has named its first contractors for the Bedford build, another sign that the project is moving deeper into delivery. Construction Enquirer first reported the move, and GOV.UK says enabling works are already under way on site.

The resort is being built on the former Kempston Hardwick brickworks site in Bedfordshire, is Universal’s first major destination in the UK and Europe, and is due to open in 2031. Planning permission was granted by Special Development Order on 15 December 2025 and came into force on 12 January 2026, which means the scheme has already moved from approval into the early stages of delivery.

A delivery pipeline opening up

Universal has already started letting early infrastructure work. In March, Building reported that ESP and Veolia had been appointed to design, build and operate water and energy facilities at the 476-acre site, including a new water treatment plant and an all-electric energy centre. That points to a project that is now moving beyond land preparation and into the sort of utility build-out that has to happen before the wider resort can rise.

Those early awards sit alongside the government’s £1.3bn infrastructure support package and Universal’s expectation of nearly 20,000 construction jobs during delivery, before the resort opens. GOV.UK says the public funding is meant to unlock regional and local works needed to support the scheme, including transport improvements and community infrastructure.

Why Bedford matters

For Bedford, the practical significance is access. GOV.UK says the wider package includes £474m for the A421 and Wixams station, alongside funding for regional growth and local infrastructure. That matters because the resort’s traffic, workforce movement and visitor flows will all depend on whether those upgrades land on time and in the right order.

Universal also says around 80% of employees are expected to come from Bedfordshire and neighbouring counties. That makes the contractor list more than a procurement story: it is part of the supply chain that will shape how much of the work, labour and spend stays in and around the county while the site is built out.

The next update to watch is the start of fuller construction on the resort itself, followed by any further contractor announcements as the remaining packages are let. Universal United Kingdom Resort is now starting to open up its supply chain, with the company meeting regional businesses in Bedford to outline the kind of work it will be seeking as construction gathers pace, according to Business MK, which first reported the story. Universal has also confirmed that 23 companies have now been appointed to support construction, while initial enabling works are already under way.

The resort is being described as a £5bn-plus project, and Universal says its immediate priorities include construction, civil engineering, infrastructure, utilities, transport, food and drink, landscaping, facilities management and professional services. The company has also opened a dedicated supplier registration process as it looks to build the wider network needed to deliver the resort and, eventually, operate it.
