This guide explains how Universal United Kingdom Resort came to be, why Bedford was selected, and which milestones are publicly confirmed in the project’s development history and timeline. It also sets out what the current planning record says about the resort’s scale, phasing and 2031 opening target.
Why Bedford was chosen
The official story begins with land. Universal said it purchased an approximately 476-acre site south of Bedford in December 2023, with the aim of exploring a possible theme park and resort project there. In April 2024, Universal said it had already spent months carrying out feasibility and due diligence work. It also said the Bedford site, including the former Kempston Hardwick brickworks, was suitable because of its size, flat topography and existing identification for development by Bedford Borough Council.
That location also fitted Universal’s wider access needs. In its own 2026 announcement, the company said the Bedford site offered fast rail links to London and strong connectivity across the country, while the planning documents describe the land as a mix of partly brownfield terrain, former brickworks, clay pits and quarrying land, with the rest in or recently in agricultural use.
How the project moved from idea to planning permission
The project moved through a familiar large-scale development sequence: land purchase, early feasibility work, public engagement, formal planning submission and then a government decision. Government consultation material shows that Universal’s request for planning permission was for an Entertainment Resort Complex at the former brickworks and adjoining land at Kempston Hardwick, Bedford. The consultation opened in July 2025, before the Special Development Order was made later that year.
The legal order came into force on 12 January 2026. Government’s statement of reasons says the order grants planning permission for the classes of development set out in the schedule, and that construction is proposed to take place over several years, extending to at least 2050, with the first public opening planned for 2031.
Universal UK timeline: the key confirmed milestones
- December 2023: Universal said it had bought about 476 acres south of Bedford to explore a potential new theme park and resort.
- April 2024: Universal said it had carried out feasibility and due diligence work and had selected the Bedford site because of its size, flat topography and development potential.
- July 2025: the government received the request for planning permission for the Entertainment Resort Complex at Kempston Hardwick, Bedford.
- 15 December 2025 / 12 January 2026: the Special Development Order was made and then came into force.
- June 2026: Universal officially named the project Universal United Kingdom Resort and said construction would soon begin.
- 2026: Bedford Borough Council said works on site had started, with opening still planned for 2031.
What the current plans actually cover
The confirmed scheme is broader than a single theme park. Government’s statement of reasons says the resort is divided into four main areas: the Core Zone, Lake Zone, West Gateway Zone and East Gateway Zone. The Core Zone will contain the theme park, water park and/or amusement park elements; the Lake Zone is planned to include hotels, retail, dining, conference and entertainment uses; and the East Gateway Zone includes an expanded Wixams station and transport hub.
The same document says the order requires the resort to be capable of hosting 8.5 million annual visitors at grand opening, rising to a potential 12.5 million, with at least 500 hotel rooms, new road access, parking, landscaping, and shuttle services between the site and Wixams Station and Milton Keynes Central.
The wider development story behind Universal UK
Universal has framed the resort as its first destination in Europe, and part of a longer period of international expansion. Its own history page places the UK decision after the launch of Universal Epic Universe in Orlando and other recent projects, while government material notes that the company has spent more than two years examining the UK before moving to formal planning. For Bedford, the significance is not just the size of the resort, but the fact that the site combines a major inward investment proposal with the reuse of former industrial land.
What is still unknown
The broad framework is now clear, but several details remain unconfirmed in public documents. Universal has not yet published the final ride line-up, exact themed lands, hotel branding or the full operating mix for opening day. The long-term phasing also matters: the planning record says development may continue beyond the initial 2031 opening and extend to at least 2050, so later elements could still evolve. Those are the key points to watch next.
