The Bedford Independent first reported that a petition is calling for upgrades to M1 Junction 13 before Universal United Kingdom Resort opens in 2031, with campaigners warning that the junction will face heavier pressure once the resort and wider development around Bedfordshire start drawing more traffic onto the local network.

The petition has been launched by Mid Bedfordshire MP Blake Stephenson and Central Bedfordshire councillor Sue Clark, both Conservatives, who want ministers to fund the work before the resort opens. The Bedford Independent reports that, so far, the government has not given a firm financial commitment to upgrading the junction.

Why Junction 13 is being singled out

Campaigners say the issue is not theoretical. Junction 13 already experiences regular delays, and they argue that planned housebuilding in the area, combined with millions of expected theme park visitors, will increase pressure on surrounding local routes. Their case is that the road network needs to be brought up to standard before Universal UK opens, rather than after congestion has already become a daily problem for local drivers.

That argument sits alongside the wider infrastructure debate that has followed the project since it was confirmed. Universal United Kingdom Resort is scheduled to open in 2031, and the scale of the development means road access has become one of the clearest points of concern for residents and local representatives watching the scheme move forward.

What has already been promised

The government has already attached a significant infrastructure package to the resort. In June, it said the project would be backed by a £1.3 billion investment in regional and local community infrastructure to support transport links, and it also confirmed separate Department for Transport work on the A421 and at Wixams station.

Officially, the government says those transport and infrastructure plans are meant to help the development operate successfully and allow wider growth across the region. It has also said the resort is expected to attract millions of visitors each year, including more than a million additional overseas visitors, while supporting nearly 20,000 construction jobs and 8,000 jobs once it opens.

But the petition campaign says Junction 13 itself is not covered by that existing funding. Sue Clark has said the £1.3 billion package many people assume includes the junction upgrade does not, and that funding for J13 is separate from current allocations.

What happens next

For now, the question is whether ministers will give a specific commitment on Junction 13 before the resort opens in 2031. The petition’s backers are pressing for the upgrade to be funded now, but the government has not yet confirmed that it will bring the work forward.
